Exclude a validator that is not a suite check
validators.exclude lets you leave out a validate_*.py that is not a suite validator, with a written reason the report shows.
A one-item release for repositories that keep their own validate_*.py scripts.
Some of those scripts are not suite validators: for example a commit-time gate that judges one staged change. Crossweft used to run them anyway. Now you can list them in crossweft.json:

An excluded file is not run, and the report lists it with its reason. The guard rails stay: an entry that names no file, has no reason, or also has a timeout is an error, and excluding every file still fails with "nothing ran".
